Abstract: <\/SPAN><\/SPAN><\/P>

All landscapes are dynamic, they are continually changing as a result of the combination of<\/SPAN><\/SPAN><\/P>

natural processes and changing land uses and activities. Sometimes, changes in land use alter<\/SPAN><\/SPAN><\/P>

landscapes in a way that conflicts with the special attributes that the community values about<\/SPAN><\/SPAN><\/P>

a landscape or natural feature. Consequently, there is a need to manage landscape change,<\/SPAN><\/SPAN><\/P>

particularly in those landscapes most valued by the community. A key step in developing<\/SPAN><\/SPAN><\/P>

policy to manage landscapes is to undertake an assessment, to identify, evaluate and map<\/SPAN><\/SPAN><\/P>

those valued landscapes. If robustly and rigorously applied, landscape assessment should<\/SPAN><\/SPAN><\/P>

inform both the approach and decision making process relating to how landscapes are, or can<\/SPAN><\/SPAN><\/P>

be managed. Information to assist this process is provided in the final section of this report.<\/SPAN><\/SPAN><\/P>

This assessment has been prepared in response to the Council\u2019s obligations under the<\/SPAN><\/SPAN><\/P>

Resource Management Act (RMA) and Canterbury Regional Policy Statement (RPS).<\/SPAN><\/SPAN><\/P>

The Operative Waimakariri District Plan contains ONL provisions that were prepared in the mid<\/SPAN><\/SPAN><\/P>

1990s. Since that time landscape assessment methodologies have evolved through<\/SPAN><\/SPAN><\/P>

environment court case law and the revised RPS now specifies the \u2018matters of assessment\u2019 to<\/SPAN><\/SPAN><\/P>

be considered in the assessment of landscapes to identify ONFs and ONLs.<\/SPAN><\/SPAN><\/P>
