Sometimes, changes in land use alterlandscapes in a way that conflicts with the special attributes that the community values abouta landscape or natural feature. Consequently, there is a need to manage landscape change,particularly in those landscapes most valued by the community. A key step in developingpolicy to manage landscapes is to undertake an assessment, to identify, evaluate and mapthose valued landscapes. If robustly and rigorously applied, landscape assessment shouldinform both the approach and decision making process relating to how landscapes are, or canbe managed. Information to assist this process is provided in the final section of this report.This assessment has been prepared in response to the Council’s obligations under theResource Management Act (RMA) and Canterbury Regional Policy Statement (RPS).The Operative Waimakariri District Plan contains ONL provisions that were prepared in the mid1990s. Since that time landscape assessment methodologies have evolved throughenvironment court case law and the revised RPS now specifies the ‘matters of assessment’ tobe considered in the assessment of landscapes to identify ONFs and ONLs.Update Frequency: As required.Point of Contact:Waimakariri District CouncilLineage: Data was digitized using aerial imagery and LINZ parcel data.
